Feature Request: Skip pick/pack by location

Currently there is a global setting which allows you to skip pick/pack/ship stages. 

I would like to suggest allowing this to be set on the location level.

The use case is that I have service vehicles that hold stock and I have them set up as locations, but they don't need pick/pack/ship as they don't carry a lot of stock. However, our main warehouse does need this logic.
