authorising shipping first than invoice or message should pop up you have not authorised shipping

I have not authorised the sale shipped tab and authorised the invoice. My point it should not allowed me to authorised invoice as I have not authorised the shipping OR should show some message saying you not authorised shipping. If it's from order to pick and pack not allowing you to go to next step than it should do same for shipping to the invoice step as well.
