Job Costing - Add Attachments

There is an attachments tab on a Job, but one cannot manually add attachments to this tab. In fact, there does not seem to be any way to get attachments on this tab, since one cannot send emails from a Job, and when printing documents, these also do not appear on the Attachments tab. 
Please add functionality to be able to manually add attachments to Jobs.
