Payment application for ECR

currently, the system only allow to apply ECR payment when its effective time unlocked, means if the time period which covered the ECR's effective date is locked, then we can't apply the payment to the ECR, 

for example, if we created a ECR and effective it in Mar 2025, but we paid in Jun 2025, if Mar was locked, we can't apply the payment to the ECR in Jun, we had to unlock Mar, then we can apply the payment to the ECR. but there is risk, if we unlock Mar, there is possibility to change other data in Mar, we need monitor it carefully to sure not change other data in Mar.

normally the payment is after the ECR created time, it's a normal process for us, we expected we can apply the payment based on the actual payment date, should not impacted by the ECR'S effective time locked or unlocked.
