Core B2B should use Core Shipping Zones

Core B2B / General lets one set one fixed price per delivery option. If the “Local Delivery” would lookup from the defined Reference Books / Shipping Zones in Core, it would improve functionality for our local B2B clients by assigning a delivery fee by zip code and by weight.
