Consider Quantity on Draft Transfers when calculating component requirements for production orders

Requirement:

• Each Production Order (MO) should generate one component Stock Transfer that matches 100% of that MO’s BOM, pegged solely to that MO.
• Returning any existing Transfer to Draft must not affect quantities on Transfers created for other MOs.
• The solution should minimize manual creation or release of Transfers, particularly at high volumes.

Target Outcome:

• One component Transfer per MO, pegged to that MO.
• Quantity equals the full BOM for that MO.
• Other Draft or Authorised Transfers do not impact new MO Transfers.
• Minimal manual intervention at scale.
