Feature Request : c/c Fees by Payment Terms

Requesting a way to only apply c/c fees in Core Pay if a customer is on TERMS. I want to encourage these customers to pay via etransfer/cheque. I don't want to charge customers that pay AT ONCE as they don't have another option for purchase.
