Expand exchange rate box to allow up to 6 decimal places

When inputting custom exchange rates into payments 4 decimal places is not often enough to get both the USD and the CAD amounts to match exactly.  we need to play with the exchange rate to get it as close as possible.   This should be an easy thing to fix.
