Ability to assign discount to a customer based on Freight Address (rather than have it at Parent company level)

A large number of our customers have stores nationwide, each store has the ability to negotiate rates based on their purchasing ability for their region. 

It would be great to have the ability to override the parent companies discount with a customer discount rate directly attached to the shipping address. 

At present we have to manually override it via memory based on shipping location.
